Recovery BDCOM OLT,  turn OFF the OLT and connect the console cable, turn on the OLT, in 2sec hold down the Ctrl+P keys, hold them and wait for the message to appear.
Assign the device an IP address:
#ip address 192.168.22.100 255.255.255.0

Copy TFTP to OLT
#copy tftp flash 192.168.22.101

#source file name []? BDCOM_3616B.bin
#Destination file name[]? Switch.bin

#copy flash tftp 192.168.22.101
#source file name []? tiger.blob
#Destination file name[]? tiger.blob

And reboot the OLT:
#reboot
